Did all books receive a second ISBN of 13 digits that had been published prior to this date?

On Jan 1 2007 books were assigned ISBN's of 13 digits instead of 10 to make room for new books. Did all books that had a 10 digit ISBN and were published prior to Jan 1 2007 receive a second ISBN of 13 digits... even if they were out of print?|||Yes..because out of print books are still available in libraries and through used-book outlets.
