The purpose of the ISBN is to establish and identify one title or edition of a title from one specific publisher and is unique to that edition, allowing for more efficient marketing of products by booksellers, libraries, universities, wholesalers and distributors. It doesn't expire. You should be aware that there is only one authorized agency to assign ISBN numbers in the U.S. (R. R. Bowker); one in the U.K. etc. If you are not dealing directly with the authorized agency, whoever you ARE dealing with must go through that agency, so you're paying for an extra level of service.
